The National Low Income Housing Coalition looked at the average cost of rental housing and the average wage in cities, counties and states.  The advocacy group calculated how much a household would have to earn in order to afford a two-bedroom apartment, while not spending more than 30 percent of income on housing.  The most expensive place in the nation: San Francisco, where it would take a wage of nearly 37 dollars an hour.  In the Sacramento area, which includes Roseville, you'd need to earn almost 20 dollars an hour.  In Stockton, it's about 17 dollars and in Modesto it's about 18.  The report finds that nationally, the number of low-cost rental units available is shrinking as more apartments are converted for higher-income tenants.  The coalition says this makes it difficult for extremely low income households to find a place to live.
