Governor Jerry Brown told the gathering his proposed tax measure requires all to make a contribution based on the ability to pay.

"We must not only vow in our personal state but our public state, and that means a real campaign of civic activism."

PICO California is launching a statewide effort in religious congregations to reach 100-thousand new and "infrequent" voters.  Reverend Sharon Stanley heads a Fresno-based ministry.

"It's a chance to be able to raise up voices that are truly representative and multiple voices, to have an impact and a say in the policies that our state will choose over the future."

Brown is trying to place an initiative on the November ballot that would raise income taxes on the wealthy and sales taxes for everyone. Republicans oppose the measure.
