Non-partisan Legislative Analyst Mac Taylor calls the Governor's assessment of the state's budget problems "reasonable".
But he says a number of risks could raise Governor Brown's $16 billion deficit projection even more.
TAYLOR"Particularly this year when we have so much uncertainty at the federal level on with what's going to happen with tax cuts, but on top of that we've got Facebook, we've got the capital gains issue, just in general there's a lot going on so there's a lot of uncertainty surrounding both sets of our numbers."
Taylor says revenue from closing redevelopment agencies may only be half of what the administration has predicted.
