Republican legislators say they've been shut out of the budget process.
They say the deal made between Democratic legislative leaders and Governor Jerry Brown took place behind closed doors.
Senator Bill Emmerson says given that, it's hard to know if the deal will result in any real savings. But from what he's heard so far, he doesn't think so.
Emmerson: "We're continuing the tradition of budgeting by gimmicks and taxes, and this budget still less than ten percent real spending reductions and more 90 percent tax increases and gimmicks"
Much of the negotiations between the Governor and Democratic lawmakers centered on cuts to California's welfare-to-work program.
But Emmerson says he believes those changes don't go far enough.
He called them a step backwards from the successful welfare-to-works programs of the 1990's.
