California Voters Likely To See 11 November Ballot Measures

Voters won't see a ballot measure that would have required health insurance companies to get approval before raising their rates.

The initiative was backed by Santa Monica-based Consumer Watchdog.

The measure received 109-percent of the signatures necessary to qualify on a random sample verification, rather than the required 110-percent.

Proponents say California voters will see the issue on the ballot in 2014.

Twelve measures have already qualified for the November election, including two high profile tax increases.
But Senate leader Darrell Steinberg says the Legislature will likely vote- possibly as soon as next week- to delay the $11 billion water bond until 2014.
