Proponents of Proposition 36 say California's
three-strikes law is exasperating the state's prison overcrowding
and Prop 36 will ease prison populations by reducing terms for
criminals who haven't committed violent crimes.
Opponents say the list of "non-violent" felonies leaves
out a lot of serious crimes that could be considered
violent. For instance, hiring someone to kill another
person.
