California Senate President Pro-tem Darrell Steinberg and
Former Superintendent of Public Instruction Delaine Eastin laid out
their arguments for and against Proposition 38 in the opinion pages of
The Sacramento Bee earlier this month.
Steinberg says Prop 38 will fund schools but will require
billions of dollars in trigger cuts to other state programs to
balance the budget.
Eastin says California's per-pupil spending is among the worst
in the nation and rival tax measure Prop 30 will only maintain
the status-quo.

explain what California needs most.
