The whistle blower complaints that led to these cases came from state workers - about other state workers. And the violations on the list are serious:

Margarita Fernandez with the State Auditor's office says the nine abuses uncovered in this report combined to cost California taxpayers more than $600,000 - though some of that money was paid back.
The bribery case involved employees at the Franchise Tax Board and Secretary of State's office and more than $200,000. Three people have been convicted in the scheme.
The audit also uncovered several cases of improper travel expenses or overpayments; and a conspiracy to commit mail fraud at the Employment Development Department.
