The resolution also asks the NBA to support Sacramento's efforts to stop the team from moving to Seattle.
After taking public comments, both for and against the resolution, the council approved it with a vote of seven-to-two.
Councilman Darrell Fong voted against the resolution - so did Councilman Kevin McCarty:
"I can't support this resolution. I think it's not about the resolution tonight just to save the Kings like the other city's jurisdictions resolutions were. It's more about setting the stage for a significant, massive public subsidy for a sports venue in our city."
Councilman Steve Hansen voted in favor of the resolution.
"We haven't even begun negotiating over any terms on any deal so all of you as you come here passionately arguing one side or the other we don't know even what we're arguing about yet. So I just encourage you to let the process go forward."
Last year, the council voted seven-to-two to lease parking operations to raise money for its share of arena construction.
