The plan being presented to the Trustees includes 39 million dollars to hire more instructors and support staff, as well as to create online courses - something Governor Jerry Brown has championed.  C-S-U Assistant Vice Chancellor for Budget Robert Turnage says after years of budget cuts, the new plan will allow the University to admit 6,000 additional students in the fall:

Turnage: "We were beginning to wonder whether there was ever going to be light at the end of the tunnel and I think now with the passage of prop. 30 there, is light and I think now we can begin the process of reinvesting."

Turnage says another 38 million dollars will go to raises for employees, and 48 million will go to pay for increased health and energy costs.  He says the budget proposal does not call for any student fee increases.  Under the plan, no Executives, such as campus Presidents, will receive pay raises.
