Charitable Collection Box Regulation Pulled From Agenda

The bill's author says the donation boxes are often placed on private property without the property owner's consent. But critics of the legislation say the bill is an attempt by Goodwill Industries to monopolize used clothing donations in California.

Michael Moore is with Planet Aide, a nonprofit that provides more than 16-thousand used-clothing collection bins nationwide.

"Quite frankly we really are wasting time going through these motions about a bill that's just completely unnecessary. The property owners haven't come forward in numbers to express their displeasure with the way we're operating."

Democratic Senator Cathleen Galgiani is the bill's author. She says she's amending the bill and intends to bring it back before the committee this session.
