Six-hundred Tahoe lake-front land owners have property that extends across the beach and into the water. Stepping on that land constitutes trespassing.

But an assembly committee has passed a bill that would open private beaches to the public.

Jan Brisco of the Tahoe Lakefront Owners Association has great concerns about the legislation.

"Widespread changes that could have significant impact on property value, security and not to mention the environmental concerns about having people in areas where you could have erosion weather it is erosion to a stream bank impact to trespass issues that we might have."

Brisco says 46 percent of the Tahoe shoreline is already open to the public, and private beach owners should be compensation if the public is allowed on their land.
