Audit Finds Numerous Problems WIth Specialty License Plate Funds

The auditor's report shows the DMV has failed to collect more than $22-million from drivers' in the last two fiscal years.
Money from the specialized plates goes to a variety of programs: helping firefighters, veterans, and parks and natural resources.
The DMV has also been inaccurate in charges used to recover its administrative costs.
It overcharged the Environmental License Plate Fund more than $6.1 million and undercharged other special plate funds.
The audit also showed state agencies misspending the money collected.
The California Emergency Management Agency spent money from the anti-terrorism fund on programs it wasn't designed for.
Three other agencies couldn't provide support for their expenditures.
Even the California Victim Compensation Board didn't identify and notify people eligible for its Memorial Scholarship Program.
