The state Department of Justice has the only system in the
nation that confiscates guns from felons, people who are deemed
mentally unstable, or who have a warrant or restraining order
against them.
Lawmakers have sent Governor Brown a bill that would provide
the Department $24-million to help clear up a confiscation
backlog.
An estimated 20,000 Californians own guns illegally.
The money would come from the gun "Dealer Record of Sale"
account.
The account holds fees raised from the sale or transfer of
firearms.
The bill passed in the Senate on a 37 to 0 vote.
If it is signed by the Governor it would take effect
immediately.
