Farrah McDaid-Ting with the California State Association of Counties says talks with the Brown administration suggest it may have moved away from the county-based option, but that's not certain.
McDaid Ting: "If they were going to have any movement on their January proposal, it would be on the state versus county expansion. I think that's the one area that has been roundly debunked. But all the other components I think could possibly remain the same."
