Strong Mayor Returns The Sacramento city council may vote to put Mayor Kevin Johnson's Checks and Balances Act of 2012 on the June ballot Tuesday.  The act would change Sacramento's charter by making the mayor the city's chief executive officer instead of the city manager.   We'll discuss the advantages and disadvantages of a strong mayor form of government with Sacramento Press reporter Melissa Corker and Sacramento Bee editor Foon Rhee.
