Propositions 1, 2, 47 Pass; Propositions 45, 46, 48 Fail

Besides approval of the $7.5 billion water bond, California voters said yes to Proposition 2, strengthening the state’s rainy day fund.

They also approved Proposition 47, which will reduce prison overcrowding by changing felonies to misdemeanors for certain nonviolent crimes.

But two propositions dealing with health care were voted down. Proposition 45 would have given California’s Insurance Commissioner the final say on health insurance rate increases. Proposition 46 would have required doctor drug testing, increased damages in medical malpractice suits, and required doctors to check a database before prescribing patients addictive substances.

Voters also rejected Proposition 48, which would have allowed tribal casinos to be built on off-reservation land.
