How could a dog or a dead person ever be eligible to vote?

Those are among the dozens of ineligible “people” receiving voter registration cards in Nevada County through the Voter Participation Center.

The organization, based out of Washington D.C., sends thousands of cards nationwide to increase democratic participation but many fall in the wrong hands … or paws.
